Motion Blur – Non-Photo-Realistic or line renderers in general, struggle with effects like motion blur or ray-tracing. Not so finalToon 4 ! It offers true motion blur effects including deformation motion blur when used with finalRender as well as normal multipass motion-blur with the Scanline renderer. Other renderers will not render the deformation motion blur and you will need to use a multipass camera motion blur which is slower.
