The first one on our list is another list. It's Photoshop Brush Inception! Download painterly brushes, natural brushes, grunge brushes, sci-fi and fantasy brushes, special effect brushes, and more. Honestly, anything you are looking for is probably on this list.
Who isn't a brush lover?! Brush Lovers has hundreds of brushes, fulfilling all your brush needs. They also have styles, gradients, patterns, vectors, and more for Photoshop.
They certainly have some interesting ones here that seem more like stamps! Honey jar labels, tents, skulls, octopus! I really need a reason to use those octopus brushes. They're so cute!
Brush King: Lots of Free Photoshop Brushes
Lots of useful brushes including smoke, arrows, splatters, skin textures, halftones, and all the usual abstract and interesting stuff you've come to expect from brush sets.
I'll be honest, these free brush sites are starting to look alike! But, each site has thousands of brushes of everything you could possibly need and they all seem to be good quality. Here's another you may enjoy.

This tutorial from The Pixel Lab is a few years old and I do not know if it's still valid in R19, so someone please let me know if it works.
While this is not exactly the same as Photoshop brushes, who doesn't need brushes in After Effects? Check out this newer product called BAO Mask Brush. BAO Mask Brush allows you to apply custom brushes to mask paths in After Effects, in 3D space, with Motion Blur and Squash and Stretch! Switch between 2D and 3D modes. 3D responds to cameras and has per vertex 3D control.
